City of Little Canada, Minnesota <br />PART I. PERMIT GOALS <br />The primary goal of this pemtit is to restore and maintain the chemical, physical, and biological <br />integrity of waters of the state within the City of Little Canada and to adjacent MS4s to which <br />the City discharges through management and treatment of urban storm water runoff. This is <br />accomplished by the City's Stouit Water Pollution Prevention Program (SWPPP) as summarized <br />in Part V in this peuuit application. <br />PART I.I. COVERAGE UNDER THIS PERMIT <br />A. Eligibility <br />Based on the 2000 census, the City of Little Canada has approximately 9,771 residents and is <br />wholly within the "2000 Census Urbanized Area ". The City has been identified by the <br />Minnesota Pollution Control Agency (MPCA) as a NPDES Phase II Mandatory city, requiring <br />coverage under NPDES/SDS General Permit No. MN R580000 to operate a Municipal Separate <br />Stotiri Water Sewer System (MS4). <br />B. Limitations on Coverage <br />1. This permit application applies only to storm water discharges from the City's MS4. <br />2. <br />This permit application does not address industrial activity or construction activity <br />from the City's MS4. <br />This pennit application applies only to the City's system and the portions of the <br />system that are under the City's operational control. <br />4. The City has reviewed and assessed the following categories of new or expanded <br />discharges: <br />a. The City has no discharges into waters with Prohibited Discharges as defined in <br />Minn. R. 7050.0180, subp. 3, 4 and 5. <br />b. The City has no discharges into waters with Restricted Discharge as defined in <br />Minn. R. 7050.0180, subp. 6, 6a and 6b. <br />c. The City has no discharges into Trout waters as defined in Minn. R. 6264.0050, <br />subp 2 and 4. <br />d. The City has no discharges into Wetlands as defined in Minn. R. 7050.0130, <br />subp. F, that have or will have an adverse impact to the designated use of the <br />wetland. Any physical alteration to wetlands that will cause a potential for a <br />significant adverse impact to a designated use, will be required to be mitigated <br />as in Minn, R. 7050.0186 and /or other applicable rules. <br />CM; of Little Canada.
