February 5, 2004 <br />Xxx <br />Xxxx <br />Xxxxx, xx <br />RE: Junk Vehicle <br />Unlicensed and inoperable vehicles (junk cars) are a major source of code enforcement complaints. To <br />address this on -going problem, the City of Little Canada is conducting a city -wide inspection to identify <br />this existence of junk cars. During the inspection conducted in your neighborhood, it was determined that <br />a vehicle that meets the definition of a junk car is present upon your property. This constitutes a violation <br />of City Ordinances 601.050 (j) & (k) as well as 903.020 (N). (Listed below) <br />601.050. PUBLIC NUISANCES AFFECTING PEACE AND SAFETY. <br />The following are declared to be nuisances affecting public peace and safety: <br />(j) The piling, storing, parking or keeping of old machinery, wrecked, junked or <br />abandoned vehicles, and other junk or debris; <br />(k) The parking, keeping, placing, storing, or permitting the parking or storage of a <br />motor vehicle, trailer or semi - trailer, which has not been properly licensed for <br />operation on public highways within the State of Minnesota, on public land, streets <br />or alleys, or on private land or premises, unless it is within an enclosed garage or <br />storage building on such private premises; <br />903.020 N. Refuse. <br />Passenger automobiles, station wagons and trucks not currently licensed by <br />the state, or which are because of mechanical deficiency incapable of movement <br />under their own power, parked or stored outside in violation of the City Ordinance <br />are considered refuse or junk and shall be disposed of The piling of junk in yards in <br />all residential districts shall be considered to be a non - conforming use and shall be <br />removed within a period of three (3) months after the effective date of this <br />Ordinance. This does not intend to prohibit the legitimate and tirnely restoration of <br />antique vehicles. <br />To resolve this problem, we are respectfully requesting that you do one of the following: <br />• Remove the vehicle from the property by disposing of it in an acceptable manner. <br />• Store it within the garage. <br />• Obtain current license tabs and document to me it is in operating condition at which point <br />it could be parked on the paved surface leading directly into the garage. <br />I would ask that this issue be resolved within ten days of the date of this letter.
