The applicants have also provided color renderings of the building concepts to <br />supplement the original line drawings. Final landscaping and signage plans would need <br />to be prepared for review, based on the site plan selected. <br />Summary and Recommendation <br />The revised plans come closer to meeting the City's requirements for street -front <br />building design in the redevelopment area. The applicants have indicated that they <br />disagree with the City's planning concept, but have provided plans to meet the minimal <br />setback requirements if imposed. <br />In planning staff's opinion, a modified version of the four - building layout does the best <br />job of hiding the parking — one of the goals of the redevelopment plan. However, this <br />plan would require the elimination of at least two of the buildings. Planning staff <br />continues to pursue other research to verify the City's parking standards for buildings of <br />this size. <br />If approval is to be considered, a site plan should be chosen, and approval for <br />Preliminary Plat, Development Stage PUD, and Architectural Review recommended <br />with conditions as follows: <br />1. Final landscaping plans submitted to Planning Commission for review. <br />2. Final signage plans submitted to Planning Commission for review. <br />3. Final Plat developed based on the selected site plan. <br />4. Approval of the City Engineer for utilities, grading, drainage, and street <br />access locations. <br />5. Revision of the parking lot layout to eliminate dead -end parking bays adjacent <br />to the building. <br />6.
