MIND 1'ES <br />CITY COUNCIL <br />AUGUST 25, 1999 <br />within one week, than the Administrator should make an offer of just <br />compensation for the car wash site only. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99 -8-228 —ESTABLISHING JUST <br />COMPENSATION, APPROVING THE APPRAISAL VALUE OF <br />REAL PROPERTY, AND AUTHORIZING OFFER TO ACQUIRE <br />PROPERTY AT 2600 RICE STREET, LITTLE CANADA, <br />MINNESOTA <br />The foregoing resolution was duly seconded by Mrs. Scalze. <br />Ayes (5) Fahey, Scalze, Pedersen, Morelan, LaValle. <br />Nays (0). Resolution declared adopted. <br />PARKING The Council reviewed the Planner's report dated August 19, 1999 <br />REQUIREMENTS regarding parking requirements in the City's various zoning districts. It <br />was noted that the Planner indicated that a "proof of parking" clause <br />agassasigen <br />would be acceptable wherein a property owner would be allowed to <br />develop part of the parking in the interim if they could prove that the <br />entire parking requirement was not necessary. The remaining portion of <br />the parking requirement would be set aside as green space and would not <br />be required to be paved until deemed necessary. <br />Morelan asked how the proof of parking would be enforced. The Planner <br />suggested that it be handled as a Conditional Use Permit. The interim <br />parking arrangement would be a condition of the CUP and the remaining <br />parking would be required to be paved if it is apparent that it is needed. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 99 -8-229 —DIRECTING THE STAFF TO DRAFT <br />THE APPROPRIATE ORDINANCE AMENDMENT RELATIVE TO <br />PARKING REQUIREMENTS AS OUTLINED IN THE PLANNER'S <br />REPORT DATED AUGUST 19, 1999, AND WITH THE <br />AMENDMENT TO BE SUBMITTED TO THE PLANNING <br />COMMISSION FOR A RECOMMENDATION <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Pedersen, Fahey, LaValle. <br />Nays (0).
