Our tree trimmers use substation sites and service centers in the immediate area <br />they are trimming as temporary staging facilities. This is a reasonable work <br />practice, one that helps us to avoid delays in completing the job and unnecessary <br />travel costs that increase electricity prices. <br />Tree Trimming Is An Accessory Use <br />Mr. Grittman's January 6, 2004 memorandum identifies line clearance activities <br />as not reasonably necessary and incidental to the conduct of the primary use of <br />the site. Tree trimming activities are definitely linked to the successful operation <br />of our substation. Proper tree trimming will reduce the chance that a tree or tree <br />limb will drop onto feeder wires that could result in an instantaneous trip back to <br />the substation and cause an extended outage in the area. <br />Win -Win Situation Can Be Reached <br />A vegetative screen along Rice Street comprised of Norway spruce trees will <br />provide beautification and adequate coverage for temporary parking of our line <br />clearance vehicles. Our corporate arborist has worked with your city planner Mr. <br />Grittman to select Norway spruce trees as a salt, insect and disease tolerant and <br />weather resilient species to shield our intermittent vehicle storage needs. While <br />our site has always been well maintained over the years in terms of lawn <br />maintenance and waste debris removal, the proposed evergreen planting will <br />enhance the city's entrance or gateway area along Rice Street. <br />If you have any further concerns regarding the information provided in this written <br />response, please feel free to contact me directly at (651) 458 -1228.
