Hanson <br />When we last met a little over a year ago, a survey of the impacted residents was suggested to <br />gain a better understanding as to each property owner's preferred course of action for the <br />potential improvements to the Twin Lake area consisting of streets, water main, curb and gutter, <br />and storm drainage. The delay in conducting this survey occurred as we have tried to resolve <br />some of the outstanding issues. An update as to the status of these possible improvements is as <br />follows: <br />Streets: <br />Twin Lake Road is need of reconstruction. Twin Lake Trail is also in poor condition and will be <br />reconstructed upon the installation of water main. Existing curb and gutter that is in good <br />condition will be saved to the extent possible and a credit given the abutting property owner. <br />The City's position is that neither street can be reconstructed until water main is installed in <br />order to avoid damaging a new street with a water main project should the two improvements not <br />occur at the salve time. <br />Storm Drainage: <br />Significant progress has been made in this area. We were recently informed by the Minnesota <br />Department of Transportation that they would allow us to drain the vast majority of the Twin <br />Lake area into the freeway ponding system. That drainage will flow to Blacktern Pond (the pond <br />adjacent to Country Drive on the south side of 694 and ultimately through the Phalen Chain of <br />Lakes). Only the drainage from the easterly 1,200+ feet of Twin Lake Trail will continue to <br />discharge into Twin Lake since the grades in this area do not allow an outlet to the freeway. <br />However, we are evaluating the installation of sediment control catch basins that will allow us to <br />enhance water quality for this section of street as well. (Public Works will pump out those <br />structures on a periodic basis.) <br />
