Residents should also be aware that a $14.32 <br />quarterly surcharge would be applied to their water /sewer utility bill after the water main is <br />installed for fire protection and maintenance of the water system. <br />Special Assessments: <br />Assessments are typically levied over a 10 -year period. Interest will be based on market rates in <br />effect at the time of the assessment. Today, 1 would estimate a range of 5.0% to 5.5 %. If the <br />project were constructed in 2004, assessments would be levied this fall and be included on your <br />property tax statement in 2005. <br />Required Hook -up: <br />No one will be required by the City to connect to City water once it is available, with the <br />exception of the possible Hamel Court development. If a property owner does connect to City <br />water, they may retain their well for outside uses as long as the system is totally separated from <br />the municipally supplied service. <br />Survey /Improvement Process: <br />A survey to gauge the opinion of the neighborhood is enclosed. The results of this survey will be <br />presented to the City Council at their meeting of January 28, 2004. At that time, the Council will <br />decide if they want to conduct an improvement hearing for this project. If an improvement <br />hearing is held, it will likely be scheduled in mid to late February. Mailed notices to all impacted <br />property owners informing you of the hearing will be sent if a hearing is called. At that hearing, <br />the City Council would decide if the project should go forward or not. If the project does go <br />forward this year, the contract would be awarded in April with construction beginning in the <br />Spring of 2004.
