The recent history of permits is as follows:
# of permits over $1 million
Value (000's)
2000 2001 2002 2003
0
0
2 2 6
$6,595* $5,634 ** $17,423
# of permits less than $1 million 351 281 320 283
Value(000's) $12299 $6,708 $10404 * ** $9870
Total #
Total Value (000's)
351 283 322 288
$12,229 $.13,303 $5038 $27,293
*St. John's School - $5,000,000
Middle School Remodel - $1,595,000
* *Joe's Sport Shop - $2,875,000
Garden Terrace - $1,758,851
The Lodge (footings) - $1,000,000
* * *Snyders & Ruff Cuts Combined - $1,135,000
2 townoffice projects - $1,837,000
8 single- family homes - $2,310,000
Applying the proposed building code fees to the 2003 permit activity would have generated
additional 2003 revenues as follows:
Over $1 million fees $3,998
$1 million and below fees $9,014
Estimated Plan Check Increases $3,719
$16 731
2003 was an unusually strong year for building activity. Also plan check fees will be reduced in a
multiple housing situation in the proposed fee structure. Therefore, future fee income will probably
be less than the example above.
Fee revenue for a normalized year would be estimated to increase by $8,750. This assumes 2 permits
with values in excess of $1 million and for a total of $3 million, 250 permits with values less than a
$1 million with a cumulative value of $8 million.
One concern with adopting the suggested rate structure would be the impact on the annual fees report.
Beginning in 2002, the State required all cities to report their building and development related
revenues along with the costs associated with these fees. Our 2002 report is attached as an example.
As you can see, the Section II showed a slight loss in building permit fees versus inspection costs
(preferable to show a loss). With increased revenues in this area, this section may show a profit in
strong years. There is no penalty or fee associated with showing a profit in this section. The State
2
