MINUTES CITY COUNCIL APRIL 28, 2004 Fahey felt it was reasonable to consider some City participation in this process. However, the cost to the City may impact the decision. Montour agreed that the options should be explored, and indicated that if TT assistance can be used, the increased tax base that a single - family home development would generate may allow the City to recover its costs. The consensus of the Council was that the preferred design is the City's thoroughfare plan for this area. Gordie Howe indicated that he will bring this design to the Planning Commission for their consideration. The City Administrator indicated that staff will explore the City's options relative to assistance with the Condit Street connection. He suggested, however, that the developer pursue a dual approach for this development given the issue of the City's assistance has not been explored as of yet. Kim Walstead, Yorkton Ridge, noted the petitions that were submitted by the neighborhood in support of the connection to Condit Street. Walstead asked about the possibility of a connection to Condit Street via Nadeau Road as was discussed at the Planning Commission meeting. The City Administrator reported that staff looked at that possibility and found there are alignment issues with that connection as well as the fact that the full right -of -way for Nadeau Road does not exist, therefore, additional right -of -way would still need to be purchased. Walstead reported that there are approximately 33 cul -de -sacs in the City. Walstead noted that the children in the Yorkton Ridge and Burke Lane neighborhoods have no park and play in the street. Walstead suggested that the preferred method for developing the Hidden Acres plat would be a cul -de -sac coming in from Condit Street with no connection to Burke Lane or Yorkton Ridge. Walstead stated that this would make the neighborhoods happy and may help the developer make the costs work. Fahey stated that he understood the desires of the neighborhoods, but pointed out that from a planning and public safety standpoint, both Burke Lane and Yorkton Ridge should be connected. Fahey stated that he was supportive of making the Condit Street connection given the impact to the neighborhoods if that connection is not made. Walstead pointed out that the Jackson Street area has three streets tunneling onto it and there is no second access For that area.
