MINUTES <br />CITY COUNCIL <br />JUNE 23, 2004 <br />Fahey agreed that there should be no on street parking and indicated that <br />this restriction could be place in whatever agreements are entered into <br />with the Watershed. Fahey noted that there could be a shared parking <br />agreement with the City Center and Watershed. Fahey also indicated that <br />parking requirements is another reason for keeping the size of the building <br />down. Fahey stated that he would encourage the Watershed to consider a <br />minimal impact to the neighborhood when designing the building. With <br />regard to the Watershed's request for rezoning to B -3, Fahey indicated that <br />the City would have more control under the Public zoning. Fahey stated <br />that if the property were rezoned to B -3 and the Watershed sells it's <br />building, the City would lose control over the reuse of the building. Fahey <br />felt the City should be as restrictive as it can for the benefit of the <br />neighbors. <br />Aichinger suggested that the City could utilize a PUD or CUP to control <br />the property, and if the use changes, the City would have an opportunity to <br />reassess the proposed new use. <br />The City Planner suggested the City could rezone the property to PUD and <br />list the allowable uses under the PUD. <br />Aichinger stated the Watershed must consider whether it has a marketable <br />asset in the future. Aichinger indicated that the proposed building would <br />make a good professional office building, and the Watershed would be <br />O.K. with that type of restriction. <br />The Council and Aichinger discussed when the building plans would be <br />ready so that a neighborhood meeting could be held to obtain their input. <br />Aichinger thought they would be ready in approximately one month. The <br />Council indicated that in addition to the standard public hearing <br />requirements, all the neighbors on Noel Drive would be notified. <br />Montour asked the status of the Phase II Environmental Assessment, and <br />when discussion relative to the selling price would commence. Aichinger <br />indicated that the Phase lI should be ready next week. He indicated that <br />the City would hire an appraiser so that a sales price could be determined. <br />VALOR The Council reviewed the Code Enforcement Officer's (CEO) report <br />ENTERPRISES relative to the status of compliance of the Valor Enterprises property with <br />their approved site plan and Valor's request for a two month extension to <br />give them additional time to achieve compliance. Fahey noted that the <br />CEO has indicated that there are currently 23 vehicles in the fenced sales <br />lot compared with 6 vehicles on May 5111. <br />Lori Peterson, Valor Enterprises, reported that they have moved vehicles <br />forward on the lot to gain access to the back: of the property allowing them <br />12 <br />
