NORTHWEST ASSOCIATED CONSULTANTS, INC.
4300 Oh-son Memorial S- Ilgt-swey, Suite 202, Golden 'Valley, MN 05422.
Telephone: 763.231 .255x5 Fecsairnile: 763.231.2551 planner o;iinacplanning.corn
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: August 10, 2004
RE: Little Canada — Coliseum Billiards CUP Amendment
FILE NO: 758.09 - 04.26
Coliseum Billiards is seeking an amendment to its Conditional Use Permit to allow the
addition of alcohol sales to its current billiard hall use. The zoning ordinance allows
these uses by CUP as follows:
F. Commercial Recreation. Those establishments serving alcoholic beverages, pool hall,
bingo, golf, indoor firearms /archery ranges, and amusement centers as a principal use,
provided that:
1. If located within a shopping center, the use has its own exclusive
exterior access.
2. Any and all applicable local, state and federal laws, permits licenses and
operational regulations are complied with.
3. The use is located and developed so as not to create an incompatible
operation problem with adjoining and neighboring commercial and /or
residential uses.
4. The hours of operation shall be subject to City Council control and
change as a means to maintain compatibility of uses and activities.
5. The provisions of Section 921.010, C of this Ordinance are considered
and satisfactorily met.
This issue does not raise land use issues, however, the purpose of the CUP is to permit
the City to evaluate whether the addition of alcohol sales would be incompatible with
other uses in the immediate area. Planning staff does not have a specific
recommendation in this regard.
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Greg Schroeder
Mike Melloy, Coliseum Billiards, 2900 Rice Street, Little Canada, MN 55113
1
