UMW g- .fSSO(I41TtS
August 20, 2004
Honorable Mayor and City Council
City of Little Canada
515 Little Canada Road East
Little Canada, MN 55117 -1633
RE: ROUND LAKE TOWNHOMES RETAINING WALLS
Dear Mayor and Council Members:
TAUT: hO M
As requested we have reviewed the topographic survey and wall site plan. The plan
was prepared by Advance Surveying & Engineering Company. Based upon our review
we would have the following comments.
1. The maximum wall heights shown on the plans indicate that no walls we be
constructed over 4 -feet high. Therefore, it is not required that the walls be
designed by an engineer or that any fence be placed on the walls. In talking to
Ms. Beverly Hoffman, it is our understanding that the retaining walls will be
constructed of boulders and will be installed by a professional contractor.
2. The space between two tiered walls must be atleast as wide as the height of the
tallest wall. Based on scaling of the plan it appears that in areas where two
walls are utilized there will be a minimum of 4 -feet between the walls which willId
meet this requirement.
3. To prevent sediment into the Round Lake, silt fence should be installed on the
lake side of each wall construction area. The silt fence should be placed outside
the construction area terminate at a point that is higher in elevation than any
disturbed area. The silt fence should be inspected after each rain event and
sediment removed as necessary.
4. Due to the location of the disturbance we feel restoration should occur within 1-
week of each wall being completed. Erosion blanket should be used on any
slopes over 3:1 (H:V).
These are our comment based on the review of the submitted documents. If you have
any questions please feel free to call.
Sincerely,
Elfering & Associates
Lee Elfering, P.E.
cc: Joel Hanson, City Administrator
Beverly Hoffman, 29 Round Lake Trail
C: \windows \TEMP \Ltr - 082004 -CC (Retaing Wall Plan Review).doc
