The remaining procedural steps for the proposed West Vadnais outlet project include <br />identifying project partners, finalizing project design elements and costs, submitting a <br />permit application, developing an operations and maintenance plan, preparing joint <br />powers cost -share agreements with MnDOT and project partners, and obtaining <br />approvals from affected water management organizations and cities. <br />In reviewing your letter of March 11, 2004, I believe that many of your concerns are <br />discussed, and potentially resolved, in this letter detailing the background for the West <br />Vadnais outlet project from the County's perspective, as project sponsor. The <br />perspective of regulating agencies, such as the MnDNR, Vadnais Lake Area WMO, <br />Ramsey Washington Metro Watershed District, and cities will be contained in their <br />independent reviews of the proposal and in their decisions to approve, with or without <br />special provisions, or deny the project.
