Hanson <br />Attached are the minutes from the Neighborhood Meeting staff held with the impacted property owners <br />on June 1". You will note that turnout was very light. <br />Staff's recommendations are as follows for this project: <br />Water main: <br />The improvement should be ordered. Costs should be assessed as provided for in our single - <br />frontage water main assessment policy. (Note: the assessment hearing would be held at a later date ) <br />The vacant lot noted on the preliminary assessment role belongs to the Heinel's and may not be buildable <br />due to standard setbacks as well as the existence of the Amoco Pipeline transversing this property. If you <br />consider our pipeline setback policy, no buildable area may exist. If tnre, there would be no benefits <br />received. <br />Street Costs: <br />This is a difficult project. On one hand, the City has no out of pocket costs for the road <br />improvements. However, we do have over $180,000 in storm sewer costs that our policy says we do not <br />assess for. Staff does not believe the use of other fimding sources precludes the assessment of costs for <br />public improvements nor does it limit us as to what portions of the project we assess for versus what we <br />actually pay for. <br />A contrary position to the one stated above is the impact this project has on abutting properties. <br />While we will provide drainage enhancements, grades changes will have increasingly negative impacts <br />the closer one is to the intersection of County Road D and Edgerton Street. Driveways will need to be <br />steeper and ditches will be deeper unless we can soften that impact through filling. <br />As a result, I believe the Council needs to make policy decision. If not for the negative impact of <br />the grade changes, it would be much easier to recommend we assess for street costs on a "normal basis ". <br />If the Council feels assessments are warranted, then I would recommend we base it on appraisals of <br />impacted properties to ensure we do not exceed the benefits received test. Therefore, it cannot be <br />assumed our assessments will be based on our normal capitated rate. ($5L50 per assessable foot.) <br />
