Hanson <br />Mr. Jim Cossack is requesting approval for a fill permit at 421 Eli Road to place approximately 150 cubic <br />yards of material in his rear yard. See attached sketch. The till material is from the house addition he is <br />constructing on this site. In addition, most of the fill material has been placed and /or is being stored in the <br />proposed berm area. <br />I have reviewed the request and visited the site. The rear yard slopes away from the garage /spa structures <br />to the north. Fill is to be placed on both sides of the fence to within 6 %z feet of the top of the fence. In <br />addition, Mr. Cossack is proposing to create a 90 -foot long by 3 -foot high by 12 -foot wide beim along the <br />north property line. He indicated he is going to plant trees and shrubs on this being to provide additional <br />screening from the Montreal Court Apartment Complex, which is to the north of his property. <br />Since more than 100 cubic yards of material is being placed, City council approval is required. It is <br />recommended that the Little Canada City Council approve Mr. Cossack's request to place <br />approximately 150 cubic yards of fill, on his property at 421 Eli Road, subject to the following <br />conditions: <br />1. Fill material shall be placed on both sides of the existing fence to bring the ground (grade) <br />elevation to within 6'h feet of the top of the fence. The slopes of this fill shall flat enough to <br />allow easy maintenance (2.5'horizontal to 1' vertical minimum). The fill placed on both <br />sides of the fence needs to be completed and verified by City staff by June 30, 2004. <br />2. Silt fence shall be installed along the north toe of the berm area until vegetative cover is <br />established. <br />3. The entire fill area shall be seeded or covered with sod, trees and shrubs by August 31, 2004 <br />to allow sufficient growing season to establish the vegetative cover.
