Mayor Mesener and the Little Canada City Council Members, <br />On May 21, 2011 some members of the Little Canada City Council and Board of Directors of the <br />Little Canada Recreation Association (LCRA) met to discuss the sale of alcohol at the 2011 <br />Canadian Days Celebration. The discussion concluded with a new and improved plan to increase <br />the security and safety at the event, which is outlined below. <br />The LCRA will hire one officer to patrol the area in and around the LCRA's tent, and another <br />officer to patrol the lower area around the ball fields and lower parking lot. These officers will be <br />instructed to pay special attention to any outside alcohol being brought into the park, underage <br />drinking, and over consumption to decrease the likelihood of these occurrences. <br />The LCRA has decided to use a different colored wristband each day of the celebration to ensure <br />that ID's are being constantly checked and to eliminate any stealing or "sharing" of wristbands. <br />Additionally, we will be using plastic, button -on wristbands to eliminate the possibility of lost or <br />stolen wristbands being used by minors. These wristbands will not he issued at the concession <br />stand, but will instead be located in a separate area to ensure security and thoroughness. <br />Although, current state laws stipulate that anyone selling alcohol must be at least 18 years of age, <br />we have decided to implement a rule that anyone behind the concession stand must be at least 21 <br />years of age. This restriction also pertains to the area where wristbands will be sold to prohibit <br />any misuse. <br />The LCRA will provide a written policy to all persons worlcing behind the concession stand <br />stating current laws and policies regarding the sale of alcohol. This form will also include <br />liability statements, and the LCRA's additional policies regarding appropriate sale of alcoholic <br />beverages. We will ensure that all persons working at the concession stand thoroughly review <br />and understand these laws and policies prior to the beginning of their shifts. Additionally, the <br />chair(s) of the concession stand and some additional LCRA members will be enrolling in an <br />alcohol sale safety training course on July 7, 2011 that outlines proper and safe alcohol sale to <br />increase knowledge, safety, and thoroughness of all concession workers. Those that attend this <br />training will he passing along the information to all persons behind the concession stand prior to <br />their shifts. <br />The LCRA will sell alcoholic beverages at a maximum of seven, a "half rack," to one person at <br />one tine. "Full racks" will no longer be used during the Canadian Days Celebration. <br />The LCRA will increase signage reinforcing responsible drinking and the illegal distribution of <br />alcohol to underage individuals. We will also reserve the right refuse to serve anyone at anytime <br />as we see fit. <br />8 <br />
