The applicant has argued that he is a sporting goods store, but his <br />application illustrates only retail sales and display of firearms, ammunition, and a shell <br />reloading service. <br />The City's zoning ordinance lists sporting goods stores as a Permitted Use in the Business <br />Districts, but does not specifically list firearms or gun sales. The City has allowed firearms <br />sales as a accessory use or incidental activity of broader sporting goods stores or second <br />hand goods stores, such as the existing Joe's Sporting Goods on County Road B and <br />Lincoln Pawn on Rice Street. City staff has interpreted "Sporting Goods" stores to be more <br />broadly based than firearms alone. <br />Staff has conducted research on this issue in three general areas: (1) Treatment of <br />firearms sales in neighboring communities; (2) Issues recommended to be required of any <br />such store by the Ramsey County Sheriffs Department; and (3) Land Use issues in <br />regulation of firearms stores. The research is attached for your review, and is summarized <br />below: <br />1. Neighboring Communities. <br />
