StarTrib Article <br />Although a Gardner sign advertises "Firearms - Buy Sell <br />Trade," that's a remnant put up in a different era, owner Ansel <br />Gardner said. <br />That leaves only Koscielski's as the last prospective full - <br />service gun shop in the city. <br />Koscielski has had a knack for publicity. He coined the term <br />"Murderapolis" during the city's peak homicide year of 1995. <br />He's run for mayor twice, promising he'd close his shop if <br />elected. The opening of his original shop produced an outpouring <br />of antipathy from neighbors and some elected officials that <br />Koscielski blamed for the 1995 law. <br />On Wednesday at the new store, a woman was buzzed through <br />the security door only to announce: "I give you six months in <br />this neighborhood." <br />Employees quickly buzzed her out again. <br />* Steve Brandt is at 612-673-4438 or <br />sbrandt @startribune.com. <br />AT A GLANCE <br />Locating gun shops <br />Here's how zoning regulations approved in 1995 govern the <br />location of firearms dealers in Minneapolis: <br />* Location: Dealerships are considered a conditional use of <br />property in areas zoned as a general commercial district (the <br />city's most intense commercial zoning - for example, parts of <br />Lake Street) or as a downtown commercial district (generally <br />next to the downtown core). <br />* Spacing: Dealers must be at least 250 feet from the <br />nearest residential district and at least 500 feet from <br />religious institutions, elementary or high schools, day -care <br />facilities, libraries and parks. <br />* Grandfathering: Firearms dealers who were in business <br />before October 1995 are exempt from the restrictions.
