MINUTES <br />PLANNING COMMISSION <br />JULY 8, 2004 <br />FINAL PLAT - <br />HIDDEN <br />ACRES <br />PRELIMINARY <br />PLAT — <br />GERVAIS <br />HILLS <br />Gordie Howe appeared before the Commission requesting approval of <br />the Final Plat For Hidden Acres, a single- family residential subdivision <br />consisting of eleven (1 t) lots. Howe reported that the Final Plat is <br />consistent with the Preliminary Plat noting that in addition to road access <br />via Burke Lane and Yorkton Ridge, there will be a road connection to <br />Condit Street as well via the extension of Nadeau Road, <br />Keis asked who would be responsible for the Nadeau Road connection. <br />Howe replied that he would put in the mad. Howe indicated that the City <br />is currently negotiating with Mr. David Miller for some additional right - <br />of -way that is needed. If a voluntary sale is not worked out, the City <br />would proceed with eminent domain. Once road construction begins, if <br />the City has not finalized the acquisition of the additional right-of-way, the <br />existing Nadeau Road right -of -way would be used for construction traffic. <br />That portion of the street would be improved once the City has finalized <br />the right-of-way acquisition. <br />Howe reported that he is currently on the landscape plan for the plat and <br />will submit it to the City Planner prior to the July 28'x' Council meeting. <br />Duray recommended approval of the Final Plat for Hidden Acres subject <br />to compliance with the recommendations of the City Planner, City <br />Engineer, and City staff, <br />Motion seconded by Wojcik. <br />Motion carried 5 — 0. <br />Mr. John Whitcomb, John Wesley Investments, appeared before the <br />Commission requesting approval of a Preliminary Plat for Gervais Hills, <br />a 12 -lot residential single- family development proposed off County <br />Road B -2. Whitcomb reported that the Preliminary Plat meets all of the <br />City's standards and codes, and no variances or PUD's are being <br />requested. <br />Keis noted that drainage is a major issue in this area. Whitcomb reported <br />that they have designed adequate drainage and holding ponds for this plat. <br />Duray asked if Whitcomb was the property owner and developer. <br />Whitcomb replied that he develops property. He currently has a purchase <br />agreement on this property. He would build the streets and create the lots, <br />but indicated that he is not a residential home builder. <br />S <br />
