MINUTES <br />PLANNING COMMISSION <br />MAY 13, 2004 <br />50 SOUTH <br />OWASSO BLVD. <br />PRECISION <br />TREE <br />FRATTALONE <br />PROPERTY <br />DIVISION/ <br />COMBINATION <br />AND <br />AMENDMENT <br />TO PUD — <br />3205 <br />SPRUCE <br />STREET <br />research into his options. <br />John Anich, 110 Yorkton Ridge, expressed concern that Precision Tree <br />continues to dump brush on the property as well as operates a wood <br />burning heating system that was installed without a permit. Anich <br />commented on the odors and fumes coming from this heating system. <br />Knudsen noted Mr. Anich's comments and informed him that the matter <br />would come before the Commission for full discussion in June. It was the <br />consensus of the Commission to table action on the Amendment to CUP <br />and the Variance for Precision Tree as requested. <br />Mr. Frank Frattalone, Frattalone Excavating, appeared before the <br />Commission requesting approval of the division of a 25 foot strip of <br />railroad property that he is purchasing and will combine with his site <br />at 3205 Spruce Street. In addition, Frattalone is requesting an <br />Amendment to Planned Unit Development relative to fence location, <br />materials, and height as well as the installation of a canopy over his <br />fueling station. Frattalone described the proposed fencing locations <br />indicating that the main purpose of the fence is to restrict access into his <br />yard area. Frattalone indicated that he was not planning to fence the <br />western boundary of the property as the high grades restrict access in this <br />area. Frattalone also reported that he is currently installing a wood chip <br />path on the 30 -foot easement area adjacent to Blacktern Pond. That path <br />will eventually extend behind the Blacktern Townoflices and connect to <br />Country Drive. In addition to the fencing and the path, landscaping will <br />be installed along the fence line as screening. <br />Frattalone reported that his original PUD called for 8 -foot high fencing <br />that has a black vinyl coating. Frattalone requested that the fencing height <br />be reduced to 6 feet. Frattalone felt that the 6 -foot height was adequate for <br />security purposes, and noted that screening is being added along the fence <br />lines. Frattalone noted that the fence installed to date has a black vinyl <br />coating. He requested that the remainder of the fence be allowed to be <br />galvanized. Frattalone noted that the landscaping adjacent to the fencing <br />will block the view of the fence from outside the property. Frattalone <br />reported that the black vinyl is very expensive. <br />The City Planner indicated that both the 6 foot height was acceptable as <br />well as the galvanized fencing given the landscaping will block the view <br />of the fence. <br />Frattalone reported that he has a fueling station on the property and would <br />like to install a canopy over the station.
