to a professional office service business that sees clients in the office, rather than at a
retail store. If approved, the City should consider conditions that would avoid future
expansion of the retail activity to levels that are inconsistent with the office purpose of
the PUD.
Summary and Recommendation
Planning staff recommends approval of the PUD permit with the condition that the direct
retail sales of any product are limited to appointment -only sales, and that no specific
signage relating to retail product sales is permitted on the site. In addition, the City
should reserve the ability to review the permit to ensure that the use has not
overburdened the site with parking demand due to a higher- than - expected level of
customer traffic. With these conditions, the City should be able to find that the use is
essentially office in nature, and consistent with the intent of the original PUD approval.
Pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Greg Schroeder
Janel Russell & Jake Fuhrman, 2499 Rice Street, Ste. 110, Roseville, MN 55113
Erin Mathern, Mendota Homes, 2345 Rice Street, Roseville, MN 55313
