MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 16, 2004 <br />David Nydegger, Yorkton Ridge, reported that when there is a west or <br />northwest wind, the smoke and odor from the wood - burning stove comes <br />toward the Yorkton Ridge neighborhood. Nydegger asked that the use of <br />the wood - burning stove not be allowed as it was a nuisance to the <br />neighborhood. <br />Bruhn asked if the neighbors would be willing to let Precision Tree try the <br />stove after the modification have been made to see if-there is a difference <br />in the smoke and odor problems. Keis indicated that it is the City that will <br />be making the decision on the matter. <br />A Yorkton Ridge property owner asked if there would be someone <br />monitoring the stove 24 -hours per day. Bruhn replied that it would only <br />take a phone call from the neighborhood to resolve a problem with the <br />stove. Groholski indicated that there are electronics on the wood - burning <br />stove that keep it operational. <br />Duray asked if there were other wood - burning stoves operating in the <br />City. The City Planner stated that he was not aware of any. Duray <br />indicated that he has a wood - burning stove at his farm in northwestern <br />Minnesota, and felt that a rural setting was a more appropriate setting for <br />this type of heating system. Groholski indicated that there is another <br />wood - burning heating unit in the City that is located about 100 yards from <br />homes. That was why she asked the question about other complaints the <br />City might have received. <br />Knudsen pointed out that there are no guarantees that the wood- burning <br />stove can be operated flawlessly. The City can only judge the situation on <br />what has happened to date. Keis stated that he applauds Precision Tree's <br />efforts to resolve the matter, but his concern was the impact on the <br />employees of Slumberland and the residents on Yorkton Ridge. <br />Keis recommended approval of the Amendment to Conditional Use .Permit <br />relative to Items t through 4 on page 1 of the City Planner's report dated <br />November 1 I, 2004, except for fencing along South Owasso Blvd. given <br />Precision Tree's indication that they have no interest in that fencing, and <br />recommending denial of the wood - burning heat source based on the <br />nuisance that it is causing for the adjacent area. <br />Motion seconded by Duray. <br />Motion carried 5 -- 0. <br />8 <br />
