No wetlands were identified on <br />this site, nor will any adjacent wetlands or waterways be affected by this development. <br />Under the proposed R -3 zoning, Sect. 11.020(3) Special Uses, (d), "Schools" are allowed by special <br />use permit only in this district. Setbacks for this district are again tailored to the multi- family <br />residential buildings. However, the greater setback required under this zoning is a 40 -foot front yard <br />setback from any arterial street, which Vadnais Blvd. is classified as such. The largest rear yard is <br />also 40 feet and interior side yards are up to 20 -feet. <br />The front setback of the school building is shown with a 40 -foot setback and the rear yard <br />approximately 68 -feet. It appears the main school building meets or exceeds all required setbacks. <br />The plans indicate a "future greenhouse" structure (dimension measured as 45' x 60') near the back, <br />southwest comer of the school. Under the R -3, accessory buildings are allowed and may be located <br />within 10 -feet of the rear lot line. This greenhouse is shown with an approximate 25 -ft. setback. <br />Parking lot and circulation drives must be setback at least 5 -feet from any lot line. The plans <br />illustrate the parking at 10 -feet off the front line and the service area drive to the rear of the building <br />at 10 -feet. Both of these setbacks are approved. <br />h) Parking requirements for our various uses are determined under Sect. 20.080 of our Zoning Code. <br />Unfortunately, our Code is silent on the number of spaces required for "school" uses. The closest <br />use is "Church, Theatre and Auditoriums" which requires 1 per 4 seats of the main assembly area. <br />The site plan illustrates 106 new spaces, which will be used to accommodate faculty and students. <br />The current staff level is at 18, and this number is expected to increase due to projected enrollment <br />increases. City staff recalls from earlier discussions with the administration of this school that the <br />number of faculty may increase up to 25 -35 employees. With this number added to the 300+_ <br />students, we can estimate the total cumber of individuals at 325 -335.
