Ms. Becky Meyer -6- September 17, 2004 <br />Mr. Mark Bigelbach <br />Thus, with existing conditions on Vadnais Boulevard and with current plans for the <br />Academy front door location, we have determined it would be unsafe to provide either a <br />one -way or a two -way driveway at the western location. We recommend that the <br />Academy development be served by a single driveway at the proposed eastern location. <br />CONCLUSIONS <br />Based on information presented in this memorandum, we have made the following <br />conclusions: <br />a) Trips generated by the Academy will be higher than alternative land uses during <br />the AM peak hour, but will be similar or lower than the alternative uses during the <br />PM peak hour and on a weighted average annual daily basis. <br />b) Due to the lack of available sight distance and the potential that entering motorists <br />will "back up" onto Vadnais Boulevard, we recommend that the site plan be <br />revised to eliminate the western driveway. <br />c) Based on available sight distances, we are confident the eastern driveway will <br />provide safe operations. <br />- 3 2 - <br />
