Is there no possibility of being able to justify <br />restoring the level to what it was before action was taken without the knowledge of the <br />property owners around the lake? Seems pretty convenient for the DNR or whomever to say <br />that the water level now, after the installation, is the benchmark for going forward. <br />Does the previous water level carry no weight at all? <br />I suspect that if the action, inaction or specious interpretation of laws and rules by <br />bureaucrats (I am one, so I have no problem with using the term) results in diminution of <br />property values and our enjoyment of the lake, there could be some noise made somewhere. <br />Cannot wait to see how our neighbors react to news of the setback. We have run into a <br />significant setback. Due to the DNR rules we have to get a special <br />permit from the Commissioner in order to raise the lake level and outlet <br />above where it is today. This special permit requires getting permanent <br />flooding easements from every property owner around the east and west <br />side of Savage Lake (about 40 properties). We have received a proposal <br />form a surveyor and attorney to get these description defined and draft <br />and record the easements. Unfortunately this process would cost more <br />than 0100,000. Also, this process only works if 100% of the property <br />owners agree to the easement at no cost to the District or City. <br />At this time the Ramsey- Washington Board of Managers is not willing to <br />pay for this expense. I have been instructed to contact the DNR and see <br />if there is any other approach that would be less costly and develop <br />some options for my Board to discuss.
