Hanson
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Greg Schroeder, Public Works Director
DATE: November 5, 2004
RE: Fall Street Sweeping
Based on questions raised with the higher cost proposed to perform fall street sweeping, this item
is being brought before the City Council for consideration.
A request for proposals to perform Fall street sweeping on City of Little Canada streets was sent
to nine companies. Only three proposals were received. They are:
George's Companies, Inc. $6,250.00
Relialcor Services $10,411.22
St. Croix Sweeping $11,450.00
We have only $3,000 in the 2004 budget for this fall street sweeping work. However, there are
sufficient funds available in the 2004 budget to cover the short fall.
The contractors who submitted proposals told me that their proposals are as high as they are due
to the amount of leaves in the streets and the cost associated with getting rid of them. We have
been experiencing a cost of about $6,000 to perform our normal spring street sweeping as show
below. Based on these Spring sweeping costs, a proposal of $6, 250 does not appear to be
unrealistic based on the costs associated with disposal of the leaves.
Year Cost Year Cost
2001 $5,900 2003 $6,800
2002 $6,000 2004 $5,740
The benefit of a fall sweeping is two fold, 1) you remove the sand and dirt from the streets before
it gets into our storm sewer system where it will cost a lot more to remove it later; and 2) you
remove the leaves and other organic material before it can get into our lakes increasing the
phosphorus levels and lowering water quality.
Staff believes that there are benefits to performing a fall street sweeping. However, given the
additional costs, Council direction is needed .
n:wregs\Str
is \Street Sweeping AFall sweeping 11101110 to counci12004.doc
