If you do opt out of the Countywide effort and still wish to remain eligible for disaster
mitigation funding should an emergency occur, your municipality will need to create an
individual plan that addresses the issues that affect your area and the neighboring areas,
even if those issues originate solely in your jurisdiction. We believe that this would
represent a significant duplication of effort, but will of course support you in any way we
can.
Rather than that, we invite you to adopt a single plan for the entire County. This seems
the most prudent and cost effective manner of complying with the Act. It is the approach
most other counties in the nation have taken.
To streamline the process, I have attached a sample generic draft board action request. 1
understand that this may not directly match the format and language you require,
although we have run it past our attorneys and several of your peers. Please feel free to
edit it as needed to meet your community's needs.
As always, we consider ourselves to be an adjunct to your own emergency management
and preparedness efforts, and hope that this activity will be only one of an ongoing
number of possible areas for cooperation across the county. If my office can answer any
questions or be of any assistance in the effort, please contact us. Our Mitigation Officer is
Ms. Krysta Reuter. Ms. Reuter can be reached at 651- 266 -1015 or by email at
krysta.reuter@co.ramsey.mn.us. co.ramsey.mn.us. Finally, we have scheduled several public meetings on
mitigation planning this month. Please join us at these meetings as we go forward
together to save lives, property and money by working to prevent tomorrow's disasters
today.
Sincerely,
Judson M. Freed
Director
3
