Finally, the applicant has suggested that fencing to the sides of the building should not <br />be applied due to the need to circulate vehicles around the site. The initial purpose of <br />the fencing was to provide screening of the rear yard from view of the street. The <br />applicant should demonstrate how screening of the rear yard would be accomplished if <br />no fencing is included. <br />Summary and Recommendation <br />Planning staff recommends approval of the CUP Amendment and Variance as <br />presented. The property owner has made significant improvements to the property, and <br />appears to have prepared a plan that should allow the site to continue to meet the City's <br />expectations. With regard to the variance, the City has commonly allowed the use of <br />the side yards behind the building for outdoor storage. With the improvements already <br />made to the site, and the limitations that no materials may be stored outside that are not <br />either enclosed in containers or kept on pallets.
