Graham Environmental Services, Inc.
P.O. Box 189 Ellsworth, Wisconsin 54011
Wetland Replacement Plan
Wetland Conservation Act
Section 404 Clean Water Act
Gervais Hills
Little Canada, Minnesota
Applicant: Wesley Investments, Inc.
June 16, 2004
Introduction and Background
The Gervais Hills project is located in part of the NE 1/4 SE Y Section 8, T29N,
R22W, in Ramsey County. County Road 111 borders the property on the north.
Edgerton Street is located to the west. Arcade Street is located to the east and
State Highway 36 is located to the south (Figure 1). The topography is slightly
rolling according to the U.S.G.S. White Bear Lake West Quadrangle (Figure 2).
On April 23, 2004, GES conducted the delineation of one wetland on the site.
There is an existing house and garage on the site serviced by a driveway which
connects to County Road 111 on the north side of the site. The approximate site
and wetland boundaries are shown on a 2000 aerial photo in Figure 3. In April
2004, one wetland on the subject site was delineated by
GES, Inc. A copy of the wetland delineation report is included in Appendix A.
The Gervais Hills project includes the development of 12 residential lots with one
internal street which would terminate with a cul -de -sac. All of the lots would be
developed for single family home construction.
On -Site Wetland
As mentioned, one wetland is present on the east side of the site. This wetland
is a drainageway which flows north off the site to Gervais Lake. The basin is fed
from the south by a culvert under State Trunk Highway 36. This wetland,
identified as Wetland A in the delineation report, is a ditch -like Type 2 basin
dominated by reed canary grass.
Wetland A appears to be connected to other surface waters and, ultimately, to
federal "navigable" waters. Thus it is assumed that the Corps of Engineers'
regulations under Section 404 of the Clean Water Act would apply to the wetland
Phone: / 888- 279 -2070 l- +u: 715- 647 -5209 / 888- 279 -2069
