Manson www.ei.little- canada.mn.us MEMORANDUM TO: Mayor Fahey & Members of the City Council FROM: Greg Schroeder, Public Works Director DATE: October 7, 2002 RE: NPDES Phase II Storm Water Guide Plan Letter of Understanding Attached is a letter of understanding for the City of Little Canada to join other cities and the League of Minnesota Cities to build the NPDES Phase II Storm Water Guide Plan. The City of Little Canada will be required to obtain a permit under the National Pollutant Discharge Elimination System (NPDES) permit system. The goal of this program is to reduce pollutants in the storm water runoff from construction sites, industrial facilities, and municipal separate storm water systems. The LMC Guide Plan will provide us with the tools needed to allow us file our NPDES Phase II Notice of intent and a Storm Water Pollution Prevention Plan. The estimated cost to develop this plan is between $100,000 to $350,000. Our city contribution is $5,000. In the event that the Guide Plan is completed and delivered for less than the estimated $5,000 per community cost, the LMC will make an equitable remittance to all participating communities. I have also heard that due to the large number of cities participating in this program our contribution may be reduced because that. The cost to develop the Guide Plan is not in the 2002 budget, however, there are sufficient funds in the 2002 budget to cover this cost. I recommend Council approval of the attached letter of understanding and payment of $5,000 to the LMC for the development of the NPDES Phase II Storm Water Guide Plan.
