Manson <br />www.ei.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: October 7, 2002 <br />RE: NPDES Phase II Storm Water Guide Plan <br />Letter of Understanding <br />Attached is a letter of understanding for the City of Little Canada to join other cities and the <br />League of Minnesota Cities to build the NPDES Phase II Storm Water Guide Plan. <br />The City of Little Canada will be required to obtain a permit under the National Pollutant <br />Discharge Elimination System (NPDES) permit system. The goal of this program is to reduce <br />pollutants in the storm water runoff from construction sites, industrial facilities, and municipal <br />separate storm water systems. The LMC Guide Plan will provide us with the tools needed to <br />allow us file our NPDES Phase II Notice of intent and a Storm Water Pollution Prevention Plan. <br />The estimated cost to develop this plan is between $100,000 to $350,000. Our city contribution <br />is $5,000. In the event that the Guide Plan is completed and delivered for less than the estimated <br />$5,000 per community cost, the LMC will make an equitable remittance to all participating <br />communities. I have also heard that due to the large number of cities participating in this <br />program our contribution may be reduced because that. The cost to develop the Guide Plan is <br />not in the 2002 budget, however, there are sufficient funds in the 2002 budget to cover this cost. <br />I recommend Council approval of the attached letter of understanding and payment of <br />$5,000 to the LMC for the development of the NPDES Phase II Storm Water Guide Plan. <br />FL \GregS \Sturm Water \NPDES Phase 11 Guide plan with LN(C.doc <br />
