Hanson <br />The City's Sewer Availability Charge (SAC) and Water Availability Charge (WAC) have been set at <br />$260 and $300 respectively for many years (10 +). However, staff has recently become aware of some <br />inconsistencies in how these fees have been applied to various developments. In some cases, they have <br />just been charge one (1) SAC or WAC charge irrespective of the type of development. In others, they <br />have been based on the Metro SAC determination made by Metropolitan Council Environmental Services <br />(Metro Sewer Agency). <br />What this means is that some developments that have higher utility demands, such as Garden Terrace <br />Addition, Synder's Drug Store, or the Lodge at Little Canada; their Metro SAC determination will be <br />higher than one. For instance, the Lodge at Little Canada generated a Metro SAC of 63 units. If we only <br />charged one City SAC /WAC unit, the total would equal $560. If we based it on the Metro determination, <br />we would yield a SAC fee of $16,380 and a WAC fee of $18,900 for a total of $35,280. <br />It should be understood that Metro SAC determinations are based on a detailed review of the development <br />plans and are based on mathematical equivalency calculations related to flow and therefore, demand on <br />the system. I believe it is more than reasonable to base our fees on this determination. In the case of <br />single- family homes, there will be no impact as they receive one Metro SAC unit assignment. <br />As I stated earlier, in some cases we have followed Metro's unit calculation in charging our fees. In these <br />instances, we have done so without comment or incident. In other situations, we have only charged based <br />upon one unit. It is my recommendation we adopt a revised fee schedule that charges our SAC and WAC <br />fees based on the Metro determination. I would further recommend that we apply this fee schedule <br />retroactively to January 1, 2002 in order that we can correct any inconsistencies that may have occurred <br />this year. <br />
