Neighborhood Meeting Minutes <br />Savage Lane (Rose Place to North Cul -de -sac) <br />November 14, 2002 — 6:15 p.m. <br />The City Administrator welcomed those present to the neighborhood meeting regarding the mill and overlay <br />of Savage Lane from Rose Place north to the Cul -de -sac. (See sign in sheet for those in attendance.) <br />The City Administrator introduced himself and other staff present. They were Mr. Lee Elfering of Howard R. <br />Green and the Public Works Director, Greg Schroeder. <br />The City Administrator explained the neighborhood meeting process whereby we will provide the residents <br />with the basic information we have, get their input on the nature of the project, and then decide how to <br />proceed from there. <br />At this point, the City Engineer reviewed his handout material (copy attached) with those present. He <br />explained that since the existing curb and gutter are in good shape, the proposed project would be the mill and <br />overlay of the bituminous surface only. The mill and overlay process would involve the milling (grinding) of <br />1 %s inches of bituminous surface and hauling it way. Then we would place 1 1/4 inches of bituminous wear <br />back on the street, reestablishing centerline crown and on street drainage. During this entire process the <br />residents would have a paved street to drive on. Further, that they would have access to their driveways at all <br />times except when the contractor was working in that area (milling or paving). He reviewed the assessment <br />policy and explained how the 125 foot limit applies to large lots that are not dividable. <br />At the conclusion of the Engineers' presentation, we asked for comments and /or questions. The following is <br />a summary of the comments and/or questions asked and the answers provided: <br />• One property in the assessment list does not have an address. Are they going to be assessed? Staff <br />explained that there is no house on that property yet and that is why there is no address assigned to <br />that property. However, the property owner will be assessed the appropriate amount. <br />• Is St. John's church the property with the address listed as 2621 McMenemy? Yes, and churches are <br />assessed for street improvements. <br />• One resident wanted this project to wait until the new house is constructed on the empty lot near Rose <br />Place. <br />• What if we wait and not do this project next year? Staff indicated that we would delay this project for <br />at least two years. However, we are also proposing to reconstruct the southern section of Savage Lane <br />(from Rose Place to Sextant) also next year and would like to combine these two project to provide <br />better economy to our residents. <br />• There is some water ponding in the street near the cul -de -sac. How would this be fixed? Staff <br />explained that they would try to resolve this by making adjustments in the milling and paving of this <br />area. We are not proposing to perform any work outside of the curbs. <br />The City Administrator asked for a consensus of those present regarding their interest in this project. It was <br />the general consensus of those present that they would be willing to wait two more years for this project. <br />However, if the other section of Savage Lane (Sextant to Rose Place) were to be reconstructed in 2003, they <br />would be willing to do this project at the same time. <br />The City Administrator stated that this information would be presented to the City Council at their November <br />20th meeting. If this project moves forward, an improvement hearing would likely be held in January 2003.
