The proposed <br />bakery would operate a retail location at the site, and would also prepare baked goods <br />for distribution to its other retail outlets. The general retail zoning district permits <br />bakeries that sell goods on -site, however, the preparation of goods for sale at other <br />locations is not a listed use. As such, a permit must be issued through the PUD <br />process to ensure that a non - traditional and use will not interfere with the City's and <br />use and planning objectives for the area. <br />The proposed bakery would rely on trucks to pick up product that is produced at the <br />Market Place site and deliver that product off -site. The majority of the delivery <br />operations would occur during early morning when the retail activity in the center is off <br />hours. Storage of the delivery trucks would be to the north side of the shopping center, <br />largely hidden from the primary retail traffic or from view of Rice Street. The bakery <br />would make use of the existing truck loading dock that was previously used by the <br />grocery store. <br />The primary issue for the City's consideration is the nature of the use, and whether it is <br />compatible with the general commercial character of the district. The Market Place <br />center is a part of the City's redevelopment district which is proposed for a mix of retail, <br />office, and housing development. The commercial bakery in this location is more of an <br />industrial type of facility (since it processes goods for retail sale in other locations), and <br />would be occupying building area that would otherwise be dedicated to retail uses. <br />
