Neighborhood Meeting Minutes <br />Savage Lane (Sextant Avenue to Rose Place) <br />November 14, 2002 — 7:45 p.m. <br />The City Administrator welcomed those present to the neighborhood meeting regarding the reconstruction of <br />Savage Lane from Sextant Avenue to Rose Place. See sign in sheet for those in attendance. <br />The City Administrator introduced himself and other staff present. They were Mr. Lee Elfering of Howard R. <br />Green and the Public Works Director, Greg Schroeder. <br />The City Administrator explained the neighborhood meeting process whereby we will provide the residents <br />with the basic information we have, get their input on the nature of the project, and then decide how to <br />proceed from there. <br />At this point, the City Engineer reviewed his handout material (copy attached) with those present. He <br />explained that since there is an existing curb and gutter along the west side of Savage Lane that is in good <br />condition, the proposed reconstruction project would match in to it. Thus, the new road surface would be at <br />the same elevation as the existing with the addition of concrete curb and gutter being installed along the east <br />side of the street. In addition, we would extend the existing storm sewer to the east curb line to collect storm <br />water there also. The existing ditch area behind the curb would be filled so the properties would drain to the <br />street. He reviewed the assessment policy and explained how the 125 -foot limit applies to large lots that are <br />not dividable. <br />At the conclusion of the Engineers' presentation, we asked for comments and /or questions. The following is <br />a summary of the comments and /or questions asked and the answers provided: <br />• One resident stated that there is a MNDOT storm sewer drain in their back yard that works very well. <br />Would the new curb affect drainage to this system? Staff indicated that the new concrete curb and <br />gutter would essentially be at the same elevation as the existing bituminous curb, therefore this <br />impact should be negligible. <br />• A resident asked about senior deferral of the assessment. Staff indicated the application process is <br />very simple and the entire assessment can be deferred. <br />• A resident asked if we were going to fill the entire ditch area. Staff indicated our goal is to fill the <br />existing ditch area so the slope to the street and provide good drainage as well as be easy to maintain. <br />• What if we wait and not do this project this year? Staff indicated that we would delay this project for <br />at least two years. However, the bituminous pavement especially near East Brooks is becoming very <br />brittle and we are not sure if it will last another two years. In addition, we are also proposing to mill <br />and overlay the northern section of Savage Lane (from Rose Place north to the cul -de -sac). It would <br />make sense to combine these two projects to provide better economy to our residents. <br />• It was brought out that there is very little traffic on this street. Could the section of Savage Lane <br />between Sextant and Demont Avenue be eliminated and cul -de -sacs constructed at the end of East <br />Brooks and Sextant? This was discussed for some time, however the residents present were not in <br />favor of this concept. <br />• It was also brought out that because of the low traffic volume, they are a lot of people who walk their <br />dogs along this section of street. Unfortunately, they do not pick up the dog poop after their dogs <br />relieve themselves. Staff will follow up with the animal control officer. <br />The City Administrator asked for a consensus of those present regarding their interest in this project.
