MN 55416 <br />Telephone: 952.595.9636 Facsimile: 952.595.9837 ;Manners @nacelanning.corn <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: November 12, 2002 <br />RE: Little Canada — Salvation Army Retail Store PUD Permit <br />FILE NO: 758.09 - 02.30 <br />Background and Analysis <br />Salvation Army and Market Place Shopping Center are seeking approval of a PUD <br />Permit to allow the occupancy of a portion of the shopping center by a Salvation Army <br />"Family Store" retail facility. Planning staff has referred this application to the City <br />based on our concern that some of the activities associated with the facility were not <br />retail in nature, and would conflict with the commercial intent of the PUD District. <br />Specifically, the applicants had originally sought to provide for drop off facilities stored <br />outside the building. Staff was also concerned that the facility might be planned for <br />extensive areas of sorting and "processing ", rather than retail use. <br />The applicants have provided a preliminary floor plan that illustrates their intent to have <br />limited accessory back -room storage related to the retail uses in the building, and have <br />assured staff that the facility would not be used as a processing location. Collection <br />items would be either prepared for sale on site, or would be shipped to other locations <br />for further processing and distribution. <br />The applicants have also dropped their request for an outdoor drop off facility. Some <br />other Salvation Army locations provide a large secured box for donations on a 24 hour <br />basis. Staff was concerned that such a facility would be inconsistent with the intent of <br />the district, and that such operations would be difficult to police, resulting in junk or <br />debris collecting around the container area overnight. Without the outdoor collection <br />container, staff is less concerned with this issue. <br />
