515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.eLliltle-canada.rrin.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: November 15, 2002
RE: Replacement of Traffic Signal Lamps
MAYOR
Michael L Fahey
COUNCIL.
Beverly Scalze
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Ramsey County Public Works has approached us about changing out the lamps in the traffic signals located at
Rice & Country Drive and Rice & Minnesota. The lamps would be changed out to I ED's They used
significantly less electricity than the current lamps. Given the fact we are responsible for the electricity costs,
it appears to be a worthwhile expenditure. Ramsey County will install them at no charge to us, (The are
promoting this concept because LED's last much longer than the current lamps thereby decreasing their costs
associated with maintaining the signals.)
The cost to replace a total of 46 lamps and 16 pedestrian lenses totals $5,686.36. The 46 lamps will save
approximately 47- kilowatt hours per month. With taxes and Xcel resource adjustments, the savings are about
$1800 per year. This yields a payback of 3.14 years. This will reduce our expenses in the street lighting
account in the general fund by the same amount. I am recommending we "bank" this savings pending
legislative action regarding potential local government aid cuts in 2003.
Attached is the County's report detailing the lamping issue. Staff recommends we authorize the expenditure
of $5,686.36 from the Infrastructure Replacement Fund.
