residential property having two dwelling units or Less shall permit nixed municipal solid waste or <br />recyclable materials to be picked up except by a licensed hauler(s) who has a valid contract with the <br />City. <br />(A) Charge for Service. There is hereby imposed upon each low density dwelling unit <br />within the City from which mixed municipal solid waste and recyclable materials is collected or may <br />be collected by the City or its representative, a monthly charge for such services, which charge shall <br />be billed in accordance with schedules established by the contracted hauler(s) and as approved by <br />resolution of the City Council. <br />(8) Collection of Unpaid Amounts. If such charge for service is not paid within thirty <br />(30) days after the last day of the billing period, there shall be a late charge of ten percent (10 %) of <br />the amount owing for the previous billing period added to the charge by the contracted hauler(s). <br />Once annually, notice shall be provided to all account holders and owners with a delinquent balance <br />notifying them of the delinquency. If the delinquent accounts remain unpaid after the date specified <br />on the notice, a Twenty -five Dollar- (525.00) administrative charge shall be assessed on these <br />delinquent accounts, and this fee along with the delinquent refuse charges, including penalties, shall <br />be certified by the City Council to the Ramsey County Department of Property Taxes for collection <br />with taxes due against said premises. Future changes to the administrative charge shall be made by <br />Council resolution. <br />ke (C) Exemptions to Service. Exemptions will be allowed to the organized mixed <br />J[ municipal solid waste collection program in the following situations. <br />�� 11" (1) Residents who own and operate a business within the City of Little Canada. <br />The business must have a vat that the residents are paying for and using for <br />their residential refuse. Residents shall apply for this exemption at City <br />Center. <br />(2) Residents who are out of town on vacation a minimum of one month. <br />Residents shall call their hauler directly to apply for this exemption. <br />(3) <br />Residents who work for a refuse hauler that provides them with free <br />collection of their residential refuse as a benefit to said employee. Said <br />employee is responsible for disposing of their refuse at their place of <br />employment unless their employer is the one assigned by the City to the <br />resident's collection area. Written notice must be provided to the City from <br />the hauler stating that employee has the benefit coming to them. This <br />exemption shall expire when the resident no longer works for the hauler or <br />the hauler no longer provides this benefit to the employee. Residents shall <br />apply for this exemption at City Center. <br />(D) Subsidies to Service. The City of Little Canada will subsidize service in the <br />following situations.
