The applicant is seeking to develop a plan <br />where a fenced -in area on the southeast portion of the property would enclose a parking and <br />storage lot and circulation area for trucks and trailers. The proposed fencing would consist of <br />a 7 foot high chain link with barbed wire section along the south and east property lines <br />(adjacent to the railroad and interstate highway), and a 6 foot enclosure from the parking lot, <br />consisting of either chain link with slats or wood fencing. The fence would exist on a <br />landscaped median, except for two proposed gates across the drive aisles, presumably <br />constructed of chain link. <br />The site plan has adequate parking for the retail building. However, the rezoning is necessary <br />since the current zoning district, B -W, Business Warehousing, no longer permits outdoor <br />storage. Planning staff's view of PUD is that the intent is to encourage a higher standard of <br />development than that provided for in the base zoning district. Outdoor storage would not <br />seem to be consistent with that intent. The landscaping and fencing is proposed to cover up <br />an undesirable use, and traditionally, outdoor storage has been difficult to control, police, or <br />screen. Also, a six to eight foot high fence will not screen the storage of boats on trailers — <br />many will be taller than the screening fence. <br />Finally, it was noted in a previous meeting that there was no opportunity to build a larger <br />structure on this parcel. However, that is not the case. Much of the outdoor storage area <br />proposed on the plan could be occupied by building, and the uses on the site would continue <br />to be consistent with the setbacks and parking requirements of the B -W District.
