Today's action by the House puts us on track to protect families in
Washington state and across the country by improving pipeline inspections and
practices, and incorporating essential state oversight of pipeline testing.
Most importantly, it allows Congress to go to conference with the Senate legislation,
which is the toughest pipeline safety bill ever to pass either body of Congress.
Representative Rick Larsen deserves enormous credit for the House action. His
perseverance pushed the bill through committee, and his leadership strengthened the
bill with a number of tough new safeguards. Thanks to Rick's hard work and
dedication, our communities will soon get the protections and safeguards that are so
critically needed.
It has been three years since the Bellingham tragedy. It has also been more than two
years since I introduced the first comprehensive pipeline safety legislation in the
Senate. The Senate has passed legislation three times, and approved a bill in each of
the last two sessions of Congress. Today's action by the House puts us closer than
ever to ensuring the safety of all our communities.
I will ask to be a conferee and will continue to monitor the legislation as it goes to a
conference committee. My sincerest hope is to ensure that no community ever again
has to face a tragedy like the one that occurred in Bellingham "
http://mtumy.senate.gov/—murray/releases/02/07/2002724431.html
8/22/02
