Hanson <br />We are still struggling with our agreement with Northstar Estates relative to the construction of <br />the new storm shelter that is being financed in large part with a Community Development Block <br />Grant from Ramsey County. The good news is we are nearing an agreement that will allow this <br />transaction to move forward. (I expect this agreement to be on your agenda by the September <br />11t meeting.) However, I am concerned that these two weeks are precious in terms of achieving <br />construction yet this fall. Therefore, I am proposing we enter into a cost agreement with <br />Northstar Estates whereby they will deposit $5,000 with us to enable us to engage the <br />appropriate professionals to prepare plans and specs for this project. (I have been unwilling to <br />commit our resources until NSE has agreed to the program and we cannot expend grant funds <br />until some preliminary approvals from the County have been obtained.) <br />Mr. Jeff Bonner, the attorney for NSE is drafting this cost agreement and will have it to us by <br />Wednesday's meeting. (I have given him examples of our Developer's Agreement language and <br />our Planning & Zoning Cost Agreement language for him to model this agreement after.) <br />Assuming this agreement follows my suggested format and subject to any comments from the <br />City Attorney, I will be recommending approval of this agreement in order to get this project <br />moving. <br />cc: Jeff Bonner <br />Tom Ludden, NSE <br />
