515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canacla.rnn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: August 23, 2002
RE: Poolside Access issues
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaVaile
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
After our discussion at the last meeting, I review truck access issues for Jackson Street between
Little Canada Road and County Road C. 80 E. Little Canada Road has one loading dock on the
east side of their building and two on the south side that need Jackson Street as the access.
Therefore, an all out ban on truck traffic on Jackson would negatively impact the businesses in
that building.
Discussion also occurred regarding weight limitations for vehicles over 9000 pounds gross
vehicle weight. This limitation would also be troublesome in that it will restrict many
commercial vehicles of less weight than a semi tractor with a trailer. Many 1 -ton trucks would
exceed that limit. (I believe small delivery trucks can run up to 10,000 to 14,000 GVW — see
chart attached.) Therefore, I would urge caution in being too restrictive.
The removal of the Poolside sign on Little Canada Road should occur, as it is an off-premises
sign that does not appear to meet our code criteria for it to exist. Our code requirements are as
follows: Directional /Information Signs.
Off - Premise Signs. Said signs shall be limited to situations where access is questionable
and /or confusing and resulting traffic safety may be jeopardized or traffic inappropriately
utilizes residential, minor streets. Said sign shall require a conditional use permit as approved
by the City Council. The size of the sign shall be determined by the City Council and shall
contain no advertising.
Lastly, do we really need to restrict access? If semi's access Poolside from County Road C, they
will likely exit via Jackson due to the ease of the route. Likewise, if trucks access via Jackson,
they would exit onto County Road C. Therefore, other than a heavier load, it shouldn't make any
difference from a vehicle count standpoint which street trucks access Poolside. Based upon this
information, my recommendation is we do not limit access to the Poolside site other than
seasonal weight restrictions (5 -ton road), we require the posting of a "right turn only" exit onto
