515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ei.little- canada.mn.us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel R. Hanson, City Administrator
DATE: August 23, 2002
RE: Request Pipeline Setback Ordinance
MAYOR
Michael 1. Fahey
COUNCIL
Beverly Sealze
Jim LaValle
Matt Anderson
Riek Montour
ADMINIS'UA7'OR
Joel IL. Manson
The residents in the area of the Palmen /Turnquist property have requested the City to consider
enacting a pipeline setback ordinance that is more restrictive than current State Statute (no buildings
or structures within the easement). Attached is some material they have provided to us regarding this
topic. I have also forwarded it to the City Attorney so that he can comment on the legal
considerations associated with this issue. It is my understanding that Charles Kenow from the MN
Department of Pipeline Safety may also be present to comment on this topic.
If the Council desires to investigate this option further, staff would suggest a more detailed review of
pipeline locations within the City. Maps of pipeline locations within Little Canada will be available
at Wednesday's meeting.
Based on the information contained in the agenda topic as well as the comments made at
Wednesday's meeting, staff will be looking for direction from the Council.
