MINUTES <br />CITY COUNCIL <br />JANUARY 30, 2008 <br />feet" as proposed by the City Planner was in conflict with the subsequent <br />provision that "The Council reserves the right to require a longer cul-de- <br />sac where additional natural resources will be preserved without <br />negatively impacting public safety." The Council discussed this provision <br />and agreed that it would like the right to require a longer cul-de-sac in <br />certain circumstances. The City Attorney agreed with Allan's comments, <br />and stated that he would work with the City Planner to modify this <br />language while retaining the Council's right to require longer cul-de-sacs <br />when it feels the result would be the preservation of natural resources. <br />The City Planner was directed to make the changes as discussed this <br />evening. <br />I-I ZONING The City Planner reviewed his report summarizing proposed changes <br />DISTRICT to the I-1 Zoning District based on previous discussions. These changes <br />CHANGES include the following: <br />o Possible cap on the number of Major Auto Repair Licenses; <br />o Outdoor Storage by CUP rather than IUP; <br />o Additional lighting requirements; <br />o Addition of catch-all phrase relating to "other provision of <br />the City Council"; <br />o Two issues to be resolved: <br />^ Amount of outdoor storage on a lot ,related to <br />building size; <br />^ Requirement that smaller pieces of equipment be <br />required to be stored with containers or on trailers. <br />Blesener opened the discussion with the issue of the amount of outdoor <br />storage that should be allowed on an I-1 property. Blesener suggested <br />consideration of 60% of the property to be allowed in outdoor storage. He <br />noted that outdoor storage should be neat and orderly with access drives <br />throughout and counted as part of the storage area. Blesener suggested <br />that allowing outdoor storage area twice the building size may be too <br />restrictive. He noted that the biggest problem that the City has with <br />outdoor storage is related to auto repair businesses, and suggested that <br />another part of the solution may be to limit the number of auto repair <br />licenses. <br />The City Planner noted that the proposed outdoor storage language is <br />much more definitive than the existing language. <br />Blesener indicated that he came up with the 60% figure he is suggesting <br />based on his review of the City Engineer's calculation of existing outdoor <br />storage on Ryan Industrial Park properties. Blesener noted that there are <br />10 <br />
