The property is located along the south shoreline of "Blacktern Pond ", <br />west of Spruce Street. Frattalone Excavating had received an approval for a Planned <br />Unit Development to allow the construction of office, shop, and outdoor storage and <br />parking on the site. However, the construction of the improvements has been delayed <br />and the existing storage does not have City approval. Because the storage is an <br />accessory use, it is not permitted to occupy the site until after the principal use and <br />buildings are in place. The applicant is seeking an Interim Use Permit to allow the <br />storage to exist legally, pending the construction of the principal use. <br />An Interim Use Permit is a zoning permit issued by the City for a specific use and for a <br />specific period of time. The applicant indicates that they expect to build the approved <br />PUD buildings next year, and have submitted in interim site plan showing equipment <br />storage over the majority of the site until next year's construction. Included on the plan <br />is a landscaping plan that would add planting to the slope along the west side of the site <br />(adjacent to the Soo Line Railroad), and around the pond in the southeast corner of the <br />site. None of these improvements would interfere with the eventual permanent <br />development. <br />If the City believes that the interim storage is acceptable, planning staff would <br />recommend that an interim use permit be granted through December 31, 2003. This <br />would allow the "accessory storage to occupy the property prior to the construction of <br />the principal buildings, based on the proposed site plan. If the applicant cannot meet <br />
