MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 2002 <br />receptacle is enclosed although it is separate from the building. However, <br />this meets the City's minimum requirements. <br />Keis noted the recommendation for breaking up the straight roofline. <br />Sessing indicated that they can work with the Planner to come up with <br />something acceptable. Rausher agreed that they were willing and would <br />prefer to vary the roofline. <br />Keis noted that the color scheme for the building does help in mitigating <br />the fact that there are no windows. Roycraft agreed that given the nature <br />of the business, it would be preferable to have no windows. Roycraft felt <br />that given Joe's was a long- established business, it would remain in this <br />building for some time. Therefore, the issue of the lack of windows was <br />diminished given the use would continue for some time. Roycraft stated <br />that he preferred the look of no windows to having windows with bars <br />over them. <br />Wojcik recommended that the roofline be addressed not only on the front <br />of the building but on all sides of the building. Rausher agreed. <br />Wojcik recommended approval of the Architectural Review for Joe's <br />Sporting Goods as proposed on County Road B subject to enhancement of <br />the roof line on all sides of the building, subject to compliance with the <br />recommendations of the City Planner and the City Engineer and working <br />with them to resolve the issues that they addressed in their reports. <br />Motion seconded by Gatzke. <br />Motion carried 7 — 0. <br />INTERIM The City Planner reported that Frank Frattalone, Frattalone Excavating, <br />USE has applied for an interim use permit to allow the storage of equipment <br />PERMIT — and materials on his Rice Street /Spruce Street property until he can <br />FRATTALONE start construction of his office /shop project on that property. Keis noted <br />EXCAVATING that the site plan submitted is not very specific as to the amount and types <br />of storage being proposed. <br />The City Planner noted that the site plans designates most of the property <br />for storage other than a central driving area through the property. There is <br />currently equipment and materials being stored on the property. <br />Frattalone had also leased a portion of this property to the Orius <br />Corporation. The Planner believed, however, that Orius has removed their <br />equipment from the site. <br />-4- <br />
