MINUTES
PLANNING COMMISSION
MAY 9, 2002
CUP FOR
STORM
SHELTER —
3001 COUNTRY
DRIVE —
TOM LUDDEN
Duray pointed out that the property on the northeast is cluttered and asked
if this would be cleaned up. Gossman indicated that the cluttered area
referred to by Mr. Duray is beyond the edge of their property. Gossman
reported that the northeast corner of the Edgewater plat will be wetland.
Roycraft asked about the 100 -year flood elevations. Gossman reported
that the lowest floor of these units will be three feet above the 100 -year
flood elevation. The City Planner indicated that the property is not in a
Federal Flood Plain designation. The use of a 100 -year flood elevation is
pretty standard.
Duray felt that the property was a challenging one and the proposed
development will be good for the area.
Mr. Duray recommended approval of the Preliminary and Final Plats for
Edgewater Townoffice Park subject to previous conditions required as part
of the Planned Unit Development permit approval, subject to compliance
with the recommendations of the City Planner, subject to correction of the
street name to "Park Street ", and subject to working with Mr. Anderson on
the screening of his house.
Motion seconded by Barraclough.
Motion carried 6 — 0.
Tom Ludden, North Star Estates, appeared before the Commission
requesting approval of a Conditional Use Permit for a storm shelter at
North Star Estates Manufactured Home Park. Ludden reported that he
has been working with the City on this issue for some time, and they
have obtained grant approval to assist in the cost of constructing this
shelter. Ludden reviewed the location of the proposed shelter pointing out
that it will be located behind the community office on the south side of the
playground area. The shelter will be 7 feet high, 12 feet wide, and 100
feet long. It will be made of pre -cast concrete sections that fit together.
Given the soils in this area, an underground shelter was not possible.
However, the soils will support this shelter.
Keis reviewed the conditions outlined in the City Planner's report and
noted the comment regarding the size of the shelter in relation to the
population of the park. Ludden reported that in working with the City as
well as researching State and Federal requirements, the only requirement
that could be found that shelters must provide 4 square feet per person.
There has been no requirement found as to size of the shelter in
Page 14
