MINUTES <br />PLANNING COMMISSION <br />MAY 9, 2002 <br />SUBDIVISION, <br />PUD PERMIT, <br />ARCHITECTURAL <br />REVIEW — <br />2900 RICE STR. — <br />MARKET PLACE <br />SHOPPING <br />relationship to population of a manufactured home park. Ludden reported <br />that in working with the City the determination was made that the shelter <br />should be large enough to accommodate 6O% of the park's population. <br />Ludden reported on past storm events and the fact that very few to no <br />residents at all have utilized off- premise shelters. <br />ICeis asked if the shelter would have doors on either end. Ludden replied <br />that it would. There will also be emergency lighting provided in the <br />shelter. <br />Roycraft asked if it would be possible to do some landscaping to soften <br />the appearance of the shelter or painting the shelter. Ludden reported that <br />he is working on this. He would hope to add some shrubs to the area or <br />perhaps some vines on the shelter itself. He is also considering Locating a <br />basketball court on one side of the shelter. <br />The City Planner suggested that if the demand is there, perhaps another <br />modular unit could be added to the shelter to increase its size. <br />The Commission discussed there concerns relative to the size of the <br />shelter, and suggested that Ludden determine if the arrangement for off- <br />premise shelter space could be continued in the event that the on- premise <br />shelter is at capacity during a storm event. Ludden felt that those <br />arrangements for off- shelter space could be continued. <br />Keis recommended approval of the Conditional Use Permit to allow the <br />construction of a storm shelter building at North Star Estates manufactured <br />home park located at 3001 Country Drive subject to the park making <br />arrangements for off- premise shelter space in the event that the on- premise <br />space is at capacity as well as compliance with recommendations 2 <br />through 5 as outlined in the City Planner's report. <br />Motion seconded by Gatzke. <br />M.otion carried 6 — 0. <br />Brian Johnson, representing Market Place Shopping Center, appeared <br />before the Commission requesting Subdivision approval, a PUD Permit, <br />and Architectural Review for the construction of a Snyders Store at 2900 <br />Rice Street. Johnson reviewed the site plan in detail. Johnson noted the <br />Planner's recommendation for gables on the building rather than arches <br />and indicated that these modifications will be made. <br />Duray asked how the building placement will work for Snyders.
