Fahev
COUNCIL
Beverly Sallee
Jim LaValle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
Attached is a copy of a petition submitted by Mr. Eric Weisman of 2441 Edgerton Street. You will note
that the petition makes two requests.
The first involves a request to reduce the speed limit from the currently posted 40 miles per hour to 30
mph. The process we need to follow to attempt to change speed limits is to pass a resolution asking
Ramsey County to study this issue. They then forward the request on to the Minnesota Department of
Transportation. MnDot conducts a study and makes a finding as to what speed limit is to be posted. You
may recall that these studies do not usually obtain the requested result. I believe it is unlikely a reduction
to 30 mph will be approved. However, the Council will have to decide what they believe is the
appropriate course of action.
The second issue involves the installation of stop signs at "2 block intervals" to slow speeders. Staff can
not recommend the placement of any additional stop signs on Edgerton Street between County Road D
and Highway 36. Stops signs are not intended to be a speed control device. Placement of signs at non -
intersections does not conform to any traffic management standards and can lead to greater problems than
perceived speeding.
To address the speed issue, I have already requested the traffic officer with the Ramsey County Sheriff's
Department to review current speed patterns. (We should have a report on this available for Wednesday's
meeting.) I have also asked them to address this area in their enforcement activities.
cc: Eric Weisman
1
