515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.et.little-canacla.mn.Us
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Shelly Rueckert, Accounting Supervisor
DATE: July 3, 2002
RE: Joint Powers Agreement with Roseville
MAYOR
Michael I. Fahey
COUNCIL,
Beverly Scatme
LaVatle
Matt Anderson
Rick Montour
ADMINISTRATOR
Joel R. Hanson
As you may recall, the City purchased Springbrook Accounting Software about I 'L years ago. The
purchase was made under the City of Roseville's license agreement resulting in significant savings on
Little Canada's purchase price and subsequent annual maintenance fees. In order to receive these
reduced costs, Roseville agreed to be the liaison for the City of Little Canada and Springbrook. The
Joint Powers Agreement attached documents this liaison relationship.
The Roseville Accounting Department's size and experience with the software has been beneficial in
reducing the learning curve associated with the new software and software upgrades. To date,
Roseville has not charged us anything for their services. The JPA calls for a $60.00 per hour charge
for computer and other technical support services. This is considered a reasonable fee given today's
market. It is not anticipated that any significant amount of hours will be billed in any given year.
It is staffs recommendation that the City Council approve this JPA and authorize the Mayor and City
Administrator to execute the agreement on behalf of the City.
