MINUTES
PLANNING COMMISSION
MARCH 18, 2002
PUD CONCEPT
REVIEW
2990 RICE
STREET —
TACHENY
The Planner indicated that he will verify that 4 handicapped parking
spaces meet Code requirements.
Weiss also reported that the existing 10 -foot by 12 -foot outbuilding will
be eliminated from the property and an equipment storage area
incorporated into the building itself
Roycraft recommended approval of the Planned Unit Development Permit
to develop 35 units of affordable housing for senior citizens and
Architectural Review for the addition to Garden Terrace subject to
compliance with the recommendations of the City Planner and City
Engineer, subject to coordination of required sidewalk improvements with
the City's streetscape project on Market Place Drive, and subject to the
addition of roof elements on either end of the building in addition to the
center roof element proposed subject to the funding for the additional roof
elements on the ends of the building.
Motion seconded by Duray.
Motion carried 5 — 0.
Mike Trossen, architect representing Pete and Dan Tacheny, appeared
before the Commission and presented a concept plan for the development
of 8 town office units at 2990 Rice Street. Trossen reported that the
project will be similar to the Blacktern Office Park. The units will be
two -story and the facade will consist of brick, metal, and fiber cement.
Trossen presented a diagram showing the appearance of the street side of
the building, and indicated that the sides facing away from the street will
have less detail.
Trossen noted the recommendation of the City Planner with regard to
placement of the buildings against the street. Trossen reported that
because the property is slightly over an acre in size, there is a requirement
for on -site ponding. Given the existing elevations of the site with the
northwest corner at 924 and the southeast corner at 921, the ponding wants
to be in the southeast corner. Placement of the buildings as recommended
by the City Planner makes the ponding more difficult. Trossen reported
that they would like to take advantage of the natural drainage of the site by
placing the retaining pond in the southeast corner.
Trossen indicated that placing the buildings against the street would result
in having to upgrade the exterior on all sides of the building, thus
increasing costs. It will also cause confusion about which side of the
building is the front entrance. "frossen noted that there will be no walk -in
